In his Report to the Seventeenth National Congress of the Communist Party of China, Mr. Hu Jintao has pointed out“we should greatly push forward the strategic adjustment of the economic structure and further focus on improving independent innovative ability, elevating the level of saving energy and protecting environment , raising the economy, holistic quality and international competitive edge.”Independent innovation has become the icon for the new era, while strengthening the combination between production, study and research is an important measure to improve the independent innovative ability of our country, transform the economic development modes and build an innovative country. 

The upgrade of a country’s innovative ability must be realized through the full cooperation among industries, universities and research institutes. This cooperation can adequately perform the integrated advantages of industries, universities and research institutes and it is the association and integration of such different social divisions of work as research, teaching and production in terms of function and resource advantages. Therefore, strengthening the cooperation among industries, universities and research institutes is an essential factor to upgrade the independent innovation ability of our country.

In Jiangsu province, cooperating industries, universities and research institutes has gradually become a recipe for driving the upgrade of traditional industries and acceleration of the development of hi-tech industries. Dinghong Laser has enjoyed the benefits from the systematic in-depth cooperation among industries, universities and research institutes with Jiangsu University and has primarily probed a characteristic way to this cooperation—a new way with diversity in organization, variety in forms, characterization in content and scientific mechanisms. With the superiority of provincial industries-universities-research institutes cooperation platform, Dinghong Laser has built up a well-rounded strategic cooperative alliance with College of Mechanical Engineering of Jiangsu University to pursue an unceasing progress for independent innovative and industrial competitive ability, aiming to turn the enterprise into a base for researching and developing high technology and then realizing the achievements. Dinghong Laser is a national leading enterprise in the same industry; while College of Mechanical Engineering of Jiangsu University has the national key laboratories as well as mountains of talents, consequently, the combination will definitely be helpful to the construction of enterprise’s research and development engineering center and to raising the transformation rate of theoretical achievements.

The in-depth combination of Dinghong Laser and industries-universities-research institutes of Jiangsu University is conducive to the technological research and development of independent intellectual property, which would extend the contribution of enterprise’s technological progress to economic and social development. Their cooperation is growing from a low-level to a higher one, from a point to a line and then to a plane, from a small scale to a bigger one. And this growth will require us to create new systems and mechanisms and to promote the unification among industries, universities and research institutes in a new way by using various recourses. It is our task to realize “the establishment of an enterprises-dominated, markets-guided, industries-universities-research institutes-integrated technological innovative system” through innovating working mechanisms in service to enterprises, universities and research institutes.; to take full advantage of both national and international recourses for both of the markets; to fully develop self virtues of being extensively associated, flexible in mechanisms and talents gathered to construct a platform with great vitality and vigor for industries-universities-research institutes cooperation by multiple means, so that a due contribution to promoting the innovation of industries-universities-research institutes cooperation, and to the transformation of technological achievements, upgrade of industries and cross-field developments will be made.

At present, Dinghong Laser has signed contracts with Jiangsu University on many important programs. The practice proved that the efficient interaction between enterprises and university’s industries-universities-research institutes not only offered talents recourses, programs recourses and extra profits for both sides beyond their expectations, but also made a decisive role in integrating innovative resources and improving independent innovative ability.
